Sizing the line for the appliance's BTU load and the run length, routing it, pressure testing it, and connecting it with a shut-off. Where the municipality requires a permit and inspection, that is part of the job rather than an extra you arrange yourself.
Yes. Those are common jobs. The load and the distance from the meter determine the pipe size, which is why an existing line cannot always simply be teed into.
